Summary

The article summarizes scientifiс views on postgraduate pedagogical education as a complex self-developing system. It is proved that postgraduate education is a complex, open, nonlinear system capable of self-regulation and self-development. Internal and external system principles of postgraduate pedagogical education development are distinguished. The internal principles include regionality, humanization, andragogy, continuity, cascades, matrix, selectivity, openness, contextuality (reflexive contextuality), and timeliness of quality educational services Among the external principles there are substantiated system-forming ones, subordination principles, state and regional order, autonomy one. Based on a systematic approach, three such basic imperatives for the postgraduate pedagogical education are substantiated: «Environment», «Personnel», «Activity». The imperative «Environment» is described as a six components system which includes such creative environments as architectural, logistical, educational, methodological, social, technological and psychological ones. For the second imperative «Personnel» there are ten indicative directions for staff policy of the postgraduate pedagogical institution. The third imperative «Activity» defies key activities of the institution. They are focusing on target groups, added value for consumers of educational and other services, partnership support and stakeholders involvement, search and implementation of innovations, activities diversifiсation, fundraising and grant writing, and developing the postgraduate institution’s brand. The author describes the system conditions for the basic strategic imperatives. They are unique institutional and regional assets, constant monitoring of external trends regarding the institution position according to key performance indicators, internal clear management.
